Considering how many times Shredder has kidnapped the lovely Ms. O'Neil, I'm gonna guess it was him responsible for the hypnotism. I had always figured he did these things just to make April his buxom bride, and can we blame him? Look at her yellow jumpsuit! Those white boots are icing on the cake.
